Lip service from your counselor probably isn't going to do anything for you. The recruiter could probably care less. They don't get anything towards their quotas by having you finish a scholarship application on their watch. They only meet their quota with enlistments, and I advise you not to go that direction at all if he attempts to, unless you're sure you want to. My recruiter in fact told me that the only reason he was doing all the stuff with me is because his boss was on him about it, and that he wouldn't receive any credit or anything towards anything. May not be the same attitude with your guy, but know that he isn't getting any quota filled by having you do this.
And with going to school, he's probably requesting the necessary transcript and school profile himself. That's what mine did. In fact, I met him at school several times. The whole thing with the recruiter was more frustration than anything, in my opinion, but that was one relief. I didn't have to deal with my administration, he did.
