What happens if you take the CFA at busy track and there are other people running? Does the proctor have to clear the track of everyone in order for you take take the test? Otherwise it is conceivable that you just might use one of the other people running to pace youself.
When I took a practice CFA during a day others were taking their real CFAs, they broke us up into smaller groups to run, probably for that reason as well as others. As for "sly" pacing, a candidate should have the integrity to follow the rules. Besides, what happens if you pace yourself by someone and they are going too slow...you fail too when maybe you could have passed.
