Friday evening I was accepted to my overall Plan B. I honestly was shocked as I was expecting to be declined there. Because of my expectations I accepted my scholarship to another school. How would one go about trying to transfer the Army ROTC scholarship to another school if possible?

Since you just found out Friday, you likely haven't received the official letter and instructions in the mail. When you do, there is information on "requests for transfer." You will need to send a statement to HQ stating why you are requesting a transfer, and a copy of the letter of admission from the college you wish to attend/transfer the scholarship. Decisions on transfers are not generally made until April, and winners sometimes aren't notified until May. And it's not guaranteed -- transfers are considered on a case-by-case basis. Read the letter and instructions thoroughly when you receive them. You may need/want to put down a deposit at the school you've already chose if there is a deadline, unless you plan to attend your first choice school with or without the scholarship.
