Which question are you answering? How can any combination of LOA/3Q/any nom give someone a "higher chance of getting in" than someone who is already in ("got an appointment")?If one receives a nomination with LOA in hand, it's a guaranteed offer of appointment. Absent an LOA, even being 3 Qed and nominated, it's not a guarantee ...IF it's not a principal nomination. So, the short, imprecise answer is "yes."
