NROTC Application Process

When they send you the scholarship award letter, it will include the colleges where you may use that scholarship. You them have 30 days to accept an indicate which of those colleges you plan on attending.
Keep in mind that wherever it says colleges in the post it may also appear in its singular form.
 
My son was awarded the scholarship only to his top choice which happened to be out of state.
 
Could someone explain ISR to me? Looking at older forum posts, it seems like ISR is an "instant" award right after or very shortly after an interview is completed..so does this bypass the board? Does NROTC still do these?
 
Yes, yes, and yes. The application must still be completed and it goes to the board as a mere formality (unless you've been convicted of murder or something like that) and to also decide what schools it will be awarded to (which for an ISR I imagine is generally #1 choice). You must also still pass the DoDMERB

Navy ROTC scholarships are awarded to one school only. The board meets and selects the individuals for the scholarship. The recipients are then offered a scholarship to their top schools that still has slots available. If your top school is already filled to quota by previously scholarship recipients earlier in the cycle, then they will proceed to the next school on your list and then continue down the list until they find a school with a slot available. Rarely, do none of the 5 schools on your list have slots left, but if they do, they will assign it to a school not on your list. You can request to be put on the wait list for schools you desire more, to see if one of their slots open because 1) a recipient decides not to use the scholarship because they get into an academy, decide not to go through NROTC or prefer an AROTC or AFROTC Scholarship , instead. 2) a previous recipient doesn't get admitted to that college. The scholarship coverall ALL tuition and fees to whichever school you are assigned to regardless if it's a $55k private university or an $8k in-state university. The NROTC scholarship does not cover room and board and you cannot substitute the scholarship for room and board if you happen to get a full-tuition scholarship directly from the university. Some schools, however, will offer a free room and board scholarship to NROTC scholarship recipients.

Yes, NROTC does still offer ISR. You have it right, you are awarded a scholarship by the regional command, bypassing the national board. After you are awarded this, the scholarship then flows through the national cycle to assign the scholarship to a school on your list.

An ISR is an Immediate Selection Reservation. Each of the 26 Recruiting districts receives approximately 4-6 of these to award each year. An ISR comes to you, it is not something that you apply for or ask about. As a Prior MEPS OPSO, I thought that I had a pretty clear idea of how the NROTC selection process worked, but even I was surprised when my DS came home from his interview stating that he was recommended for one. It is a combination of your package (which must be complete except for physical) and the interview. The Officer who conducted your interview works with the NROTC Coordinator for your recruiting district and an interview is scheduled with the Commanding Officer of the Recruiting District. If the second interview is a success, the CO awards you a scholarship on the spot. Your package does not get boarded, it just gets checked at the board to make sure all is in order. It is away to secure top candidates from accepting civilian scholarships. Upon acceptance, you basically declare that you will stay qualified and will activate your NROTC scholarship, unless you receive a Service Academy appointment. Approx 150 are awarded each year.

DS received and ISR in August, the portal reads: "The NSTC Selection/Placement Office has received your application.The NSTC Selection/Placement Office has received your application." and under status: "No decision has been made on your application"
 
With tongue firmly planted in cheek, my answer would be the portal will change somewhere about the time he commissions!

The NROTC portal is in no way "real time." If I remember correctly, the first batch of posts indicating that the scholarships have been awarded comes out around Christmas? You can search the ROTC forum from last year to get a sense of timing. They seem to update the portal in batches.

I know it is tough. You start to second guess everything. But hang in there.

DS rec his ISR in July. It still had to wait for first Board to "bless it". Our understanding is that 1st Board started to meet 23 Sep. Give it a couple of weeks to kick out first board results. Enjoy the secured ride and get your EA apps in. Your DS "should" (nothing ever guaranteed) have his scholarship placed at his number 1 choice. Does he have a completed physical from an Academy app?

The interview did not materialize and then my application online status changed to "Your application is at Naval Education and Training Command for final processing and selection determination. Selection decisions will begin in late August and continue until the end of April. Once a selection decision has been made, your new status will be reflected."

This seems to me like the regular scholarship process, and not an ISR submission. Would appreciate anyone who is familiar with the process to comment. From what I understand, and ISR would have to be offered before a package is sent to Florida. Once it's in Florida, you cannot get an ISR.

That is correct. The CO of the Recruiting districts would have offered you the scholarship after that interview. You would have had additional paper work to fill out prior to its submission.
