Is it possible to change the order of your preference for your NROTC scholarship once it has been submitted? Maybe emailing one the higher ups to see if they can change it on your behalf?
 
Yes, my son did it. I'm not certain how he went about it but I suspect it was email. You can change it up until the time you are awarded a scholarship.
 
Yes, you can. In fact, my son was able to change after he received his ISR. He visited several schools, initially listing Texas A&M at the top of his list. He visited and loved (and ended up) going to RPI.
 
DS changed his schools too after not getting accepted to his first choice. You can actually change them any time.
