I feel like we have studied this ad nauseum. Everything I have read says that MOC's may submit slates of ten. I found a press release, though, this morning from a couple of years ago where our senator listed those he was nominating. He listed each academy and those candidates he was nominating beneath them. For USNA he nominated 20. For USMA he nominated 22. For USAFA he nominated 13. He explained how the process works, congratulated each of them, and wished them luck. I thought for sure they were slates of ten. Have I been wrong this entire time?
 
Each MOC can have up to five cadets/mids charged to them, per academy, at any one time. So typically, a MOC would have one mid for each class year, plus a spare, charged to them.

In the cases cited above, seems like the MOC had two open slots at USNA, for which they nominated 10 each. For USAFA, it might have been two open slots with an uneven number of nominations for each one. The 22 noms for USMA…that one is strange.
 
22 noms for USMA. 3 slates with any combination that adds up to 22: 10-10-2; 8-8-6; 10-6-6; etc.

Unusual and I'm not sure how USMA resolves multiple slates, whether all nominees on all slates would compete against each other or whether each slate would be resolved individually. Obviously, a slate of 2 would give a big advantage to those on that slate, if resolved by slate.

I've read the CFR and don't recall it addressing multiple slates. In that case admissions would have some wiggle room.

Each slate is one set of competitors for that slate. You do t compete against other people on other slates (at the slate level). That’s why it’s said to apply for each nominating source you are qualified to apply for. It gives you more ‘buckets’ to compete in.
 
Each MOC can nominate 10 applicants for each opening they have. MOC NOM's aren't the only way to get a NOM. Where the SA eventually CHARGES the NOM isn't always to the MOC.
 
Also, some MOCs (Staff) may list a person as a Nominee from their District/state that that MOC did not nominate. The Nomination source could be Sec. of the Navy or another nomination authority. Some MOCs/staff are loose with the wording. So this could be why there is 22 for USMA or it could be as @jl123 says above. Most of this is beyond a Candidates control...but its good to understand the process.
