NWL and 3Q Silence

My region sends out 3q with nwl notification. I have yet to receive either, and my CFA, medical, and academics are all good. 3 weeks back, my technician for the region said my file was in queue for review. Would they still send out these notifications late/nearing into mass appointments in the following weeks?
 
There is no mass appointment notification--and during the week of Spring Break at USMA, traditionally there are not appointments made. Pretend that you are not on this webpage--and set your mind instead to: 'I will hear something from USMA by 1 May.' No one can help you read the tea leaves on what is happening to your file.
 
DS 3Q NWL since January and still no decision either way. I am wondering what the date is that people need to make their final decisions by, and then if there is a date after that by which people sitting in limbo will get a decision.
 
Same with my DS 3Q + NWL. Although just recently his file was updated. Heard its May 1st. Hopefully some result soon either way it will be good to know. DS is full speed ahead now with plan B
