On campus scholarships for ROTC

Hello all!

Do college ROTC programs wait until the last national scholarship board is complete prior to offering on campus scholarships for incoming freshman?

If so, why?
 
On campus scholarships are not 4 year scholarships. So typically you would have to wait until 2nd year of college for the scholarship
 
I am by no means an expert in this subject, and there are several ROOs on this board who are far more knowledgeable than me. I think they tend to wait because they are only allotted so much money for scholarships each year and until the last board has met and offers not only gone out, but accepted or declined they do not really know what they are working with money wise. I had a student who did not get anything on the national boards, but I got a call from a ROO and said he had 1 campus-based scholarship to give, and it was down to 2 people. I guess I did a better selling job, and he was awarded a 4-year campus-based scholarship. He has now graduated and serving on active duty. Many of the campus scholarships do go to those cadets not on scholarship that have set themselves apart from their peers in a positive way. From my understanding, at least on the Army side, the campus scholarships can be 4, 3.5, 3, 2.5, or 2 years.
 
In years past I have heard of multiple people getting offered 4 year on-campus ROTC scholarships after the final board concluded. Usually to their top choice school. But in one of those cases the student declined because they already gave their word to a local in-state (less expensive) school. Had the offer been made earlier, they would’ve gone to the top choice school.
 
My son is a sophomore in his first year of a 3 year scholarship awarded to him by the head of cadre at his school. He got the notice in May, right around high school graduation, and accepted immediately. He was about to enlist! His freshman year was considered a “probationary” year and then he started on scholarship this August. What is nerve wracking is the DODMERB process. He attends an expensive school, and we figured a way to pay for it the first year between us. When he had to go through a DQ process in the spring and then not get cleared until June, it was very stressful. My advice is to do all the Dodmerb work asap if you get a campus scholarship. It all worked out, but again, was stressful. He should have done it first semester, but didn’t for whatever reason and then other things outside his control delayed the process.
 
Is it possible for my DD (currently a high school senior and already accepted and committed to joining the VTCC this Fall) to start the DODMERB process regardless of the current AROTC scholarship selection process?

Unfortunately not. The DoDMERB process is initiated after award of a scholarship (In the case of ROTC).

The exact same thing happened to us!!!! Finishing his 4th semester and still waiting to contract. Just got the DQ in August and the waiver finally came thru. Nerve wracking doesn't even begin to cover it! All folks with the 3 year scholarship as a HS senior take note....clear that DODMERB ASAP!
