:p I feel a little silly for asking this but I need every advantage I can get. For every physical paper that I send to someone (Academy, Representative, Senators) in my application, nomination, and appointment process if I sent it on high quality resume paper would it show a little bit about how badly I want this? Or what are your thoughts? This is one of those "grasping for every single point I can get" things.

Can't hurt. Not going to help you if your application quality is lacking on the content side, but it can't hurt. Go ahead. I hope you don't mean like flowery and design-oriented paper, though. Keep it plain and formal.
