Pending Waiver Submission/Review

My DS's DODMERB Status is Pending Waiver Submission/Review since August 14th.

I understand that the Academy Admissions Office will not forward the examination to the Medical Waiver Authority for waiver review if in the eyes of the Admissions Office, he is not considered competitive for a chair. SOurce: DODMERB Website

Is there a timeframe where he will know if he is considered competitive for a chair?

Does a Waiver submission only happen after a candidate has a nomination and the application is 100% complete?

Is this a question (is he considered competitive?) directly of the Admissions Office?

Thanks for any insights.
 
I could be wrong but I am fairly certain that your DS's file must be complete before the Academy will request a waiver for him (if he is competitive for admission). My understanding is that the waiver process can be rather lengthy and the Academy will probably not put in the effort unless the applicant has showed commitment by finishing 100% of his application. I do not think he needs a nomination at this point to be considered for a waiver (though as you know he will need one to eventually attend the Academy).
 
Thx. He has to do his CFA (this Wednesday pm) and he is 100% complete for USNA.

USMMA Pt III is in the hands of his school (everything he can do has been done except CFA). We figure another 2-3 weeks on that one.
