Does anyone know if having a summary offense citation for public drunkeness is an automatic disqualifier for admission?

No it's not an "automatic disqualifier".
if you are offered an appointment you will be required to complete a police record check.

I suggest you contact your Regional Admissions Officer and discuss your situation with him.
I am sure you already know that regardless of age, plebes may not drink alcohol and underage drinking is a serious offense at West Point.
    Good Luck

    Criminal Record

A criminal ecord is not an automatic disqualifier for USMA application.

Not disclosing the record would be.
