Does anyone know of any private options over the summer to take PreCalculus for college credit. Dual enrollment is not an option,

The answer to some extent might be dependent on where you live, so in that regard, give us a hint.
 
I would have hoped you defined your location a bit better. But lacking that, there are some online sources found through a simple Google search. One for instance is at Northern Virginia Community College. If you indeed want "private", one on one or at least a small group, you'll have give a city or county.
 
Request the best PreCalc teacher/professor on staff & work your schedule around theirs.

DD had a horrible PreCalc teacher. She requested the school's best Calculus teacher & arranged her whole schedule in order to get into her class. The teacher was wonderful, taught the 'extra help' session with sometimes DD being the only student at extra help.
That was the only teacher we ever bought a gift for.
 
Just an option: there is a company called Outlier. https://www.outlier.org/ $597 It is a legit course as you actually are able to receive credits through the University of Pittsburgh, not that you will need the credits at KP. The class is taped online so you do it when you have time with 3 different instructors teaching 3 different ways in the allotted timeframe. There are quizzes, a midterm and a final. My non academy child did calculus with them when online learning had just begun.
