How does the eligibility work? I am eligible for the disab nomination because of my mom’s prior service but am I still eligible for the presidential or does one cancel out my eligibility for the other? Am I given a choice at which one I go for or is it non optional if I’m eligible for disab?

Yes, you only get a nom for one of them.
 
My understanding is that if you apply for the DAV (must be 100%), you are not eligible to apply for Presidential.
 

Children of Deceased or Disabled Veterans​

There is no limit to nominations, but appointments authorized in this category are limited to 65 cadets at the Academy at one time. Vacancies are available for the children of deceased or 100 percent disabled armed forces veterans whose death or disability was determined to be service-connected; or children of military personnel or federally employed civilian personnel who are in a missing or captured status. If you are eligible in this category, you will NOT be considered in the Presidential category

 
Since there are only 65 cadets total at the academy that are able to be charged to DAV at once, does that mean there are only 100 cadets total per year who can be charged to presidential, or is it 100 vacancies per year?
 
It's 100 annually, with the exception that Medal of Honor nominations/appointments are unlimited.
 
Yes, there are 100 per year/cycle for the Presidential appointment 'category.' The best approach, as I advise my students, is to apply for all the nominations that you can. It sounds as if you can apply to two Senators, one Representative, one Presidential (or D/V) and the Vice Presidential too. That approach will optimize your opportunities to earn an appointment USAFA, or any of the other SAs. The link @Stealth_81 provided gives you all of the details. Good luck!
