Are the uniforms issued to the measurements submitted in the PTR form? Or are those measurements for inventory purposes and they re-measure for issue on I-day?

I suspect that they are trying to get an idea of sizes they need for I-Day uniforms (i.e, whiteworks). In our day at least, Ac Year uniforms and summer whites were made-to-measure, and those measurements were taken during PS.

Your assumption is correct. Its to help gauge roughly how many they will need. You will be re-measured on I-Day and it will be marked on the forms you carry around all day. As you get dressed in your new amazing white works and PT gear underneath they will ensure it fits you (white works will all be too long, don't worry they tailor later on) and exchange it if it doesn't. You will have tons of uniform fittings over Plebe Summer for the rest of your uniforms. You will be measured each time and try on everything and it will be tailored for you.
