No, meaning one is either 3 Qed ... or not. There is no in-between. Again congrats.Again, this status allows you to move into a different pool pending receipt of nomination. (In other words, no nomination, being 3 Qed has no value.)
Yes, meaning that there are degrees, sort of, of being 3 Qed. What I mean by this is that once a 3Qed candidate receives a nomination, that individuals whole person score (or whatever they call it now) MAY come into play. It won't if a 3Qed nominee is a principal or rises to that status among his/her MOCs pool, if nominees are ranked. In other words, if one is Qualified and is a principal nominee, bingo, appointment will be offered, regardless of one's whole person score. IF nominee slate is unranked and/or one later goes into the national pool, then that score becomes important. Not sure I've done justice to explain this, but hoping it might begin to clarify. There are lots of "it depends" in this process. Someone should do a masters thesis determining and illustrating the decision tree in all of this.
The short, simple answer remains technically ... NO ... Qualification is essentially a pass/fail deal. You're passing!
Packer, I think your crude stats are essentially pretty close to reality. Not sure how many last year received BOTH Qualified status AND a nomination, but way way lower than 19,000 which is a severely inflated number anyway.
