I you are planning to re-apply to academies is joining the ROTC program at your plan B college a must do? The college in question does not have Navy ROTC only Army and Air Force. This Candidate really wants USNA.

No - ROTC participation is not required

It is not required but the reason you go to a service academy is to serve your country, so one may question your true goal if not participating in ROTC. A member of my AROTC battalion is now at USNA.

@2020flyer is spot on. Examine your PRIMARY goal. Is it to attend USNA, or serve as a Navy Officer or as military officer? If you focus on your priority, the route you take should be more clear.
