Just Curious, can Reapplicants receive LOA's before January 31?

Assuming you go to college, I would suspect that the answer to your question is no. If you send in your college transcript, then elligible to have your application reviewed and thus maybe recieve an LOA

^^ In addition to that, I would ask what has magically changed for someone who did not even get an appointment on the prior go round that now would enable them to get an LOA, thereby guaranteeing an appointment if they complete the other requirements. While anything is possible, I think it would be highly unusual.
