You can be fully qualified and still get NAPS/Foundation. 3Q is medical, academic, fitness. No one here really knows what measure they have for each of those to "qualify" a candidate (other than medical which will be obvious - pass/waiver/DQ).
By the admissions process, that’s not how it works. The admissions board determines whether a candidate is admissions board/scholastically qualified, not qualified, or recommended for NAPS/Foundation. Is it possible there has been an anomaly and someone was sent to NAPS/Foundation who was admissions board qualified? Sure, but it would be abnormal and the only people that would even know is admissions, the BGO, and area coordinator…the candidate wouldn’t know.
