WP used traditional rolling admission through the 2014 class. IOW - you could receive an appointment as early as September if you had a service connected nom (no MOCs are filling their slates at that point). With the 2014 class, this traditional rolling admission along with LOAs, ended up with the class being larger than desired. Therefore, starting with 2015, they reigned back on the LOAs and discontinued traditional rolling admission. This is when LOEs came into existence.
Currently, with early file completion and a service connected nom, you could receive an appointment as early as Nov. but there are not that many that get these early appts. The vast majority of appts start being offered in the Jan-March timeframe. Why? Without a service connected nom, WP has to wait until the MOC turns in their slate which are not due until the end of January. The first ones you see in January are usually the vacancy winners and then they continue to roll out after that. I suppose that you could call that rolling admissions but not in the traditional sense.
After the 2014 class, WP said they would discontinue rolling admissions. I can't explain why the Director of Admissions and a RC would say that they do have rolling admissions unless 1) they are going back to the way they did things prior t0 the 2014 class or 2) they are encouraging early file completion.
For the past few year, we've had a thread where appointees would post when they received their appointments including what kind of nom, date and state/district. It represents a small percentage of the whole class but it seems to be a pretty accurate representation of when appointments are offered.

There are appointments listed that were offered in Oct - one early Oct . That is what I would consider traditional Rolling Admissions which WP stopped after the Class of 2014.
Bottom line:
Finish your file as early as possible.
