ROO or PMS When Contacting Units

I started making a list of all the schools I'm planning on contacting next week regarding their units. When going through each unit's website, I was confused as to whether I should contact the PMS or ROO. Which is the better option when inquiring about questions like admissions pull and possible scholarship transfers?

I would start with the ROO, but let me caution you about talking about any influence with admissions, it could be interpreted as asking for favor and I don't think you want to start out as "that cadet."
