Correct me if I'm wrong, but I thought that you could obtain a nomination for an academy through ROTC. Is that right?

You are correct. Each ROTC unit has the ability to make a nomination.

    True. However.......
Each academy may only select 20 candidates to appoint with a ROTC nomination.

This includes JROTC and college ROTC. With JROTC you need to be in a designated "honor" unit to nominate across a branch. e.g. An honor AFJROTC unit can nominate to USMA.
If you are in college ROTC you may only receive a nomination for the academy in your ROTC branch; e.g. NROTC only nominates to USNA.

Even if you receive a ROTC nomination it is prudent for you to actively seek nominations from your MOC's and all other sources from which you qualify.
