Southern California Appointments/Rejections?

It seems people are getting mail from CA around the same time - Does this imply that there is some sort of geographic rhyme or reason to notifications (Either BFE or TWE)? Perhaps, as was rumored in some of the other posts on this forum, there was a mass mailing of envelopes and many of them are arriving at the same time in the various states?
