I cannot speak to the USNA TWE policy, but as far as USMA goes,... If you are nominated and fully qualified and not appointed, I was told they are reluctant to send the TWE until the bitter end. I emailed USMA NE regional commander and asked where DS stood on slate DS was nominated on.... he was kind enough to answer my questions... not what we wanted to hear, but comforting to have an answer... DS was #2 on district slate and middle of the pack on 2 senatorial slates he had nomination on... WCS was not in the top 150 on the NWL meaning he was un likely to get an appointment, The news was disappointing but at least we can move on and stop stalking the mailbox... we have still not received a TWE and probably won't for another month... but at least we know where we stand... The waiting was agonizing... I understand your pain... Still waiting on USAFA notification... I heard they are even slower the USNA...

I think more TWE's are out there than you think - maybe 50% or more of those to be issued.
Unfortunately I think everyone is waiting on regular appointments, National Pool appointments and the remaining TWE's as there is currently a lot of shuffling around going on right now..
No way of knowing which one you will receive until it arrives.
Please be aware that ALL appointments will look as though they are charged to an original nominator - even if they come from the National Pool. The Academy will actually charge the National Pool appointments to the real charged party when they settle the books before I-day.

After reading this thread, I am glad we did not have the Internet when I applied. All we knew is that we would know by April 15th so we just waited until April 15th! I think I would of drove myself nuts with a portal and forums like this! But the access to all this information is wonderful and can really help gain valuable information.
Remember just because you see somemone from you district its not the end of the world. Final nomination charges aren't worked out until the start of Plebe Summer. Like you guys said, this is an art, not a science and the admissions dept knows how to do this. I remember in my class we had 4 guys from 1 high school! And I know 2 other guys who had come from their same district! I thinks its best not to call the admissions counselors, they are busy, let them do their jobs. They said April 15th, we aren't there yet.

So do our chances really increase each day there's no mail? I thought the closer it was to April 15th, the less chance there was of receiving the BFE?
The only chance that you can count on increasing is the chance that you will hear back.

We thought so too, UNTIL TODAY. A small envelope from our congressman arrived with a simple congratulations letter.

Yeah...got excited and forgot to mention it was for USAFA, not USNA.
We saw other people mentionong updated transcripts, requests for updates, etc. For us, NOTHING. Not a peep, so we were hanging in there, hoping fpr the best. Out of nowhere, a small envelope from the congressman arrives today...WOO HOO.
