The answer to appointment without nom is no. Must have nom. The supe can nom but doesn't have to and in some circumstances as described cannot. If a desired candidate does not have a nom supe can nominate.
Correct. The way I read JShawshank's post is that if a candidate did not have a nom (MOC, Presidential, VP, etc) then there was still a way for a candidate to obtain an appointment through a supe nom. I think you all said the same thing, just in different ways.
