Stipend for 5th Year Student

Hello to all. It's been some time since I've posted but I have a question with no clear answer. My DS needs a "5th" year to complete his degree (and commission). He has been a contracted cadet for the last 1.5 years and receiving the stipend. We were both under the impression he'd continue receiving the stipend as long as he was enrolled in ROTC (which he is)..but alas, no stipend and he seems to be getting mixed signals from the staff about whether he should continue receiving. Strange...he is at an SMC, is no longer in the "corps" as they only allow you to be in the corps for 4 years, but is still enrolled in ROTC and is contracted (and in good standing, drilling with his SMC /ARNG unit too). Any advice?
 
It should specify the subsistence allowance for MS V cadets on section 1A of the DA 597 form that your cadet signed. However in that same paragraph it states that the allowance is governed by the SECDEF and is subject to change without notice. :confused2:

My recommendation is to speak to the ROTC HR Rep.
