The waiting game is hard, hang in there!

DD2 did not have her interview with the admissions partner until after she accepted her offer of appointment.

Also, although a different academy, DD1 received (and declined) an offer of appointment to USMA and never had an FFR interview.
 
Is EA Interview part of the review and prerequisite for EA acceptances?
Definitely not a prerequisite. Not all applicants will be interviewed. If applicants attended AIM, they often aren't given a separate interview unless they request one. CGA has said that often the interviews are reserved for those applicants they deem qualified but who are in the middle of the qualified pack. If the applicant is a complete stand-out, then an interview is not needed. If the applicant doesn't make it past the first round of the process, then an interview is not needed.

I'm an Admissions Partner so have done many interviews over the past few years. I always ask if an applicant has already received an offer. There is no reason to waste time on an interview if a decision has been made. There is a bit of a lag sometimes between the time CGA puts someone on the interview list and the time the requests go out, so there is always a chance they have received a decision in that gap.

Any applicant can request an interview. If they feel they couldn't say everything they wanted to say or if they feel they would make a great impression in person and could share their passion for the Coast Guard and other areas, then they can make that request.

As stated above, the interview is most important for those applicants in the middle. For those applicants, the feedback from the interview could push the needle one way or the other.
