Timing/Deadline for completion of DoDMERB

My DS is a 3 year AROTC scholarship recipient. We received the DoDMERB paperwork and instructions, but it remains unclear as to whether my DS needs to wait until after his first year of college to get medically cleared, or does he do it now and he won't have to do so again when his AROTC scholarship begins in the Fall of 2015?
 
I would go through the process now for a couple of reasons.

1) He may have the oppurtunity to earn a 3.5 year scholarship once he gets to school. If he is not cleared medically then he will not be able to contract early and get those benefits.
2) Lets say you wait to get cleared until next year. He may have a condition that is deemed to be a DQ and not waiverable. If that would be the case would you not rather find out now?
