West Virginia University guarantees admission for in-state with 2.0 gap. BUT if a student has a 3.2 or above gpa, is an in-state resident & graduated from an in-state high school, the student automatcally receives the Promise Scholarship which covers tuition. Kids in AROTC or AFROTC can use their ROTC scholarships to cover room & board.
Looks like a sweet program for ISS, but does not look guaranteed.

West Virginia PROMISE (Providing Real Opportunities for Maximizing In-State Student Excellence) is a merit-based scholarship program designed to make college affordable to all qualified West Virginia students.* The program provides West Virginia high school graduates meeting certain requirements an annual award of $4,750 or the cost of tuition and mandatory fees, whichever is less.

A student must graduate with a minimum core and overall 3.0 GPA (grade point average) or whatever is locally considered a "B" average (weighted grades may be used).** The minimum*core class requirements are:
English - 4 credits
Mathematics - 3 credits
Social Sciences -*4 credits
Natural Sciences -*3 credits
A student must attain an ACT composite score of 22 with a minimum sub-score of 20 in each of the four subject areas (math, science, English and reading); or a combined SAT score of 1020*with at least a minimum sub-score of 490 in critical reading and 480 in math.* Scores cannot be combined from multiple test administrations. The highest scores will be accepted from a single test date.The last time to take the SAT to meet PROMISE eligibility requirements is June 5, 2010. The*last time*to take the ACT is June 12, 2010 to meet PROMISE eligibility requirements.* The writing portion of the ACT and/or SAT will NOT be used in determining PROMISE eligibility for the class of 2010.
A student's parents must be legal residents of West Virginia for a minimum of one year prior to applying (March 1, 2010).
