What does this email mean?

I don't think it's a LOE because they usually invite you to an overnight visit.
 
I think it is a letter of encouragement. because the academic year is just starting this upcoming Monday, you cant get an overnight visit right away, but I bet if you call for one in a month you would get one. My son got an appointment to both USMA and USAFA in mid January last year, and had a very competitive application (RC said he would have likely received an appointment in any district), but never received either a LOA or a LOE. Think those things depend on the RC.

That email is from your RC, who after reviewing your file, has deemed you a competitive candidate and is encouraging you to finish your file.
You are correct in that it is not a LOE. What makes a LOE a LOE, is the offer of an overnight visit. It doesn't mean that you could not receive one later.
So - listen to your RC and complete your file and complete it as soon as you can!
