im really confused regarding NAPS.. an applicant from my destrict was appointed to NAPS with 2 slots open in our district.. does this mean that he/she was not academically or physically fit? but overall was a strong candidate?

If you are appointed to NAPS, that means something was lacking about your application, but overall they still liked what they saw. For MOST candidates, this deficiency lies in academics, but it's just as easily seen in physical fitness or any other important factor. Those 2 slots will remain open in your district. The slot for that candidate will be taken next year when he actually enters the academy.

I wouldn't worry about the number of vacancies in your district. Also, for the following year, there are many different sources from which NAPSters can be charged to (SECNAV, Senators, Congressmen, national pool, Presidential, etc.)...so it isn't necessarily coming from the Congressman's (i.e. district slate).

My understanding is that those who are 2Q but lack the Q for scholastic are the majority of those considered for NAPS, where it is felt an additional year of academic prep will enhance their ability to succeed at USNA. If you fail the CFA (1 of the 3 Q's) you will NOT be considered for NAPS.

Quick Quick question... does the NAPS appointees take a congressional slot when they graduate NAPS and enter the academy?

They can if they apply for the Nom and the slate is charged that way. All preps, NAPS and foundation, have to compete for Noms and apply to all eligible sources. The difference is NAPS kids are sworn into the Naval Reserve and therefore eligible for SECNAV also.
