In order to be entered into competition for a Vice Presidential nomination, applicants must write personally to the Vice President during the application period of March 1 to October 31 preceding the year of entrance to the academies.
Applications postmarked before March 1 or after October 31 will not be considered.

I believe the VP nomination info goes directly to the academies. They use those noms to pick up qualified candidates that "fall through the cracks". So...they are probably some of the last noms awarded.
Since the VP doers not provide an abbreviated list, only all who have applied, the 10 nominations for each opening does not apply. Only members of Congress submit 10 names for each opening.............................. a list of their top 10 3Q'd candidates ......
