As you can see from the data, candidates nominated tends to stay on the same interval, which is 3,750 to 3,850.
16,000 applicants is definitely a lot of applicants.
But I am pretty sure that the number of nominated candidates will be close to the mean for the previous classes, which is about 3,805.
3805 is the normal mean of applicant receiving a nomination so for the class of 2013, about 12195 out of 16000 (76.2 % rejection rate) will not be receiving a nomination.
My point: The nomination process is a lot harder than the previous years. As soon as an applicant gets a nomination, the chances of receiving an appointment to the academy will be close to the normal rate (as seen above).
