Looking into the answer for my DD it appears you do get an out of state fee waiver. This is based on Texas A&M's website: "
http://scholarships.tamu.edu/Non-Resident-Tuition-Waiver" whicht states "The student must have competed with other students, including Texas residents, for the scholarship and the scholarship must be awarded by a Texas A&M University college or departmental scholarship committee or university representative." It would appear the ROTC scholarship would qualify for out of state fee waiver based on the assumption the ROTC detachment is a University department as mentioned on their website: "
https://catalog.tamu.edu/undergraduate/military-sciences/#departmentstext" the departments would cover all three ROTC detachments through "Aerospace Studies" department, "Military Science" department, and "Naval Science" department.
