Cannot be determined on what you provided alone. he has a chance, like all candidates. And sounds like a talented / hard working young person.
Certainly would encourage him to apply. The interview, recommendations, fitness scores, and how he distinguishes himself as a scholar, athlete, leader, with community/ civic engagement etc. All factor in. The only way not to have a chance is to not apply. Is he a captain, an officer in clubs, did he start a club? Eagle scout, Boys state, class officer, volunteer? All ingredients in the soup.
So, get your best application ready and Go for it! Also, I would encourage him to explore each branch of service and apply as if his ultimate goal is to serve, he may find that Army/ Navy wants him while Air Force this year doesn’t. Or that his scholarship is a full ride through one branch and limited help in another (AFROTC Type 7 or 2 to an expensive out of state school) vs the Navy National scholarship at a school that provides room and board. It doesn’t stink to have multiple options at decision time. Good luck.
