I am working on my Army ROTC Scholarship Application and notice that there were different Selection Boards paired with different dates. What exactly are these Boards and what do the dates mean?

Question: If I don't receive an appointment to West Point this year, could I enlist right out of high school and reapply again? And if so, would that be a good idea?
