Can I reapply to USMA even after accepting a 4-Year ROTC Scholarship?

If I accept a full 4-Year Army ROTC Scholarship to a local university, am I still allowed to reapply to USMA after my freshman year of attending the university?

Yes, after not getting into service academies directly out of high school my oldest took a 4-year AROTC scholarship to a local university, re-applied to USMA & USNA, was accepted to both, & chose USNA...he was upfront with everyone that USNA was his first choice.
