    What does this mean, 'cap' on NROTC unit?

    number of incoming scholarship students that can be assigned to a unit. In theory, a unit could fill (incoming freshman class) and even if you are awarded the scholarship and get into school A, your may be told that you have to use your scholarship at another school on your list.
