Pretty sure that isn't true. Every NROTC recruiter I've spoken with has characterized the first couple courses of ROTC as electives, until you are required to contract. The scholarship and the program are not necessarily bound together.
I might be wrong though.
My class rank is pretty dismal, 180/364. But I also go to a pretty insane school (number one in the state, top 50 in the country) Navy should consider that, right?
I can't speak to the admissions side of things, but I have a couple of friends who are in C, and it's a ton of work. To have that class your senior year would be a real bummer.
