If someone declines a 4 year scholarship before May 1 does it go to the next person on the list?

Thank you. The person I’m advising said he went to an SA this weekend and someone from admissions told him they will start rescinding offers soon. In assuming the admissions rep is posturing.

If you accept an appointment to another SA and USAFA offers you an appointment after your acceptance can you still change your mind and accept the USAFA offer? I know you can do this with ROTC scholarships but I can’t find anything about SA to SA even though people say some SAs offer...
