Does anyone know roughly how many people each year come from reapplying after a year of college not a prep school or self prep at a military institute? Are they given a separate appointment category or are applicants judged in the same pool of applicants as standard high school applicants...

I’m not entirely sure if they reviewed it because it is late in the application process but it never hurts to add more to your resume.

Yes, I believe up to 60 hours maximum and adds +20 PCSM. There are additions for lower hours as well, 25 hours is around half of that or something. Not sure of the the exact values but yes more hours always helps.
