SAnew22, Chances are they had more than one nomination, my DD 2021 had 2 Senatorial nominations and 1 Congressional nomination, she did receive an Appointment and also received congratulatory phone calls from two of the three on her Appointment. The third lost her reelection bid and was out of office when DD got the BFE. Another recruited athlete from district had received her Appointment two weeks prior. We do not know which Appointment my DD was assigned to.i guess the question was more to clarify my understanding of the complicated process... if only looking at a competitive slate, no candidate from our congressional district slate would be appointed until after the 2/28 application deadline so all applicants could be considered? since this was not the case (another applicant from our district was accepted just prior to the deadline), that individual would have either been the primary nom on our slate or had an additional nomination that his appointment was charged to? i understand there can be multiple appointments from the same district if there are multiple openings.

What? A prepster in the district has nothing to do with the who wins the slate. Reality is that a Prepster will not beat out most qualified applicants in a contest for the MOC slate because they were "NOT QUALIFIED" the year before. Prep school will help them get ready for the academic rigor of West Point, but it does not work miracles. If they had low 20 ACT scores, they do not magically jump to 30s after that year. We should not spread things like this.
But back to the OP, you understanding is mostly correct. There are a few other scenarios but competitive slates are typically not resolved until after the application deadline. There is no way to know unless you are told by your RC.
I wonder if all the nominations really matter. My son has 4 nominations, among them a presidential. Yet no LOE or LOA. Straight A student ,IB, 2nd in his class. Plays several sports a year and comes from a military line of service ( family) . I am hopeful the Academy will see his worth and send him a nomination this spring but I am slowly becoming more comfortable with his plan B. He has already been given a 4 year ROTC scholarship for UGA. He will make a fine officer one way or another. As such, all qualified applicants are placed on a National Waiting List until appointments are made. Most appointments will be tendered between 26 February and 1 May 2018. "It really has nothing to do with how early you complete your packet, (it does not to be completed prior to an offer) and there are no real quotas. The process is driven by the types of nominations and how you can be slotted. This first wave you are seeing now are Presidential Nominations, Service Connected Nominations, LOA holders, and clear slate winners. These individuals have a nomination source to be slotted against and are ranked high enough on a slate to get an offer. More than half of the incoming class has an MOC nomination. Everyone nominated on that slate needs to complete their application and be evaluated before an offer is made. The application deadline is not for another six weeks so the majority of appointments occur after that.I think it mostly depends on when you got your packet complete. I'm not a direct appt or athlete and I got mine last week. One thing I read on a different thread is they are going to "build the class" over the next few months based on who accepts/declines, and what quotas they need to meet as well(athletes, prior service, etc.). Just stay positive, and stay focused on school!

I’m curious if what region do you belong, is it SE? I say this because it’s the same with what’s happening with my DD. She did not received any 3Q letter although the RC is keeping her updated since she continues to ask for her status. The latest one was about 3 weeks ago when the RC told her that he is reviewing her file for qualification and it’s all good to go. She’s also a military dependent like your DS.
While at an admissions session that was attended by Dean of Admissions, she and an RC said they wanted candidates to be assertive and ask questions. I think your DS contacting his RC would be wise.Is it a bad sign that my DS has not heard anything from any RC? Ever.
