No, not how that works. If Congressman/Senator wants someone else they rank them, and they can list that LOA candidate as number 10. USNA has issued the LOA, it's good as long as they qualify otherwise. Congressman/Senators want to brag about appointments, they don't want to minimize them. IMO.
