Does everyone get a letter from the VP if you applied for a nomination or does he only notify the people he nominated?

I keep reading about people with LOA's and letters saying they are scholastically qualified and triple Q'ed. If you do not get any of these letters does that mean you will probably get the thin white envelope? Do they send everyone that is a strong candidate a letter? Oh, also, what kind of...
