With the exception of not being on last year's USNA waitlist (though he did make last year's USCGA waitlist) and 2 vs. 3. noms this year, you just described my DS. He followed all of the advice in the reapplicant sticky thread, and that's the best he could do.

Not a silly question, and that is exactly how it worked last year - DS received an email from USNA Admissions stating that their decision was ready on his portal. From there, he logged in and opened the TWE. Don't know if it's the same process this year.
