I was wondering.., with all the posts saying many, many people receive NROTC scholarship notification in April is it because some of the people that have previously been notified of scholarships have declined them and they are now available for dissemination to others?

My DD applied last October for the in NROTC scholarship. She was in such a rush because her recruiter coordinator told everyone that earlier applicants get most of the scholarships. The application decision status shows “No decision”. I took that to mean that they just need a little bit more...
