Question About April Notifications

I was wondering.., with all the posts saying many, many people receive NROTC scholarship notification in April is it because some of the people that have previously been notified of scholarships have declined them and they are now available for dissemination to others?
 
The last board doesn't begin until Mar 20 so that would be the reason.
