I think part of the point (at least from my angle as new to both the SAs and the military) is that in any given year, the planning and events associated with going to an SA is fairly involved. The current "rules" being issued change regularly and add complexity and cost to any travel.
Depending on a person's temperament, the rules are ignored, observed, or satirized, or a variety of the "above" stated.
Or, as DH says, there are so many coronavirus "miracles" taking place that making any decisions that are binding is not advisable until we are MUCH closer to the event. I call it "riding the wave".
