3 Year Scholarship Contracting Question

I just received my 3 year Scholarship and I have some questions. I was wondering if I contract after passing the APFT and the DoDMERB this current Fall going to school or do I have to wait a year for next fall because I only received a 3 year scholarship. I would like to find about because I am trying to get a military ID so I can apply for an out of state Texas conceal Carry permit and I was told you have to contract before getting an ID.

You contract when your scholarship activates, so not until sophomore year.
