3-yr NROTC

I was just recently accepted into the aeronautical engineering program at CU Boulder as a transfer student and I might be heading there this fall (if I do not get accepted to USMMA). I was doing some research and I happened upon 2 and 3 year NROTC scholarships and I don't really understand the requirements for admission. Can anyone shed some light on how/when to apply for scholarships and who is eligible? Is it the same thing as the college program?
